We are posting here several PDF files relating to the new SCPD policy on undercover operations. The first two are versions of Section 610 of the SCPD regulations, which is the section reviewed and revised as a result of scrutiny of the undercover surveillance operation directed against parade organizers in December of 2005.

This policy is now revised and expanded to provide definitions and guidelines to more carefully avoid activities which violate first amendment rights of free speech and free assembly.

Additionally, for any interested, here is a copy of the San Francisco Police Department policy, as adopted in June of 1999, which is also designed to avoid sanctioning activities which violate first amendment rights of free speech and free assembly.
